BASIC LACLEDE WATER DISTRICT FEE STRUCTURE
ADOPTED BY INDEPENDENT RESOLUTION
A1. Monthly Base Fee
The monthly Base Fee is established to offset the overhead expenses of operating the LWD. These expenses
include, but are not limited to, items such as:
• Office Expenses;
• Insurance Premiums;
• Payroll;
• Legal Expenses;
• A pro-rated share of Interest Expense; and
• A pro-rated share of Equipment Replacement Savings.
The current monthly Base Fee is established by the LWD Board of Directors as:
• For a 3/4-inch Water Meter Service Connection: $25.00 ;
• For a 1-inch Water Meter Service Connection: $25.00 ;
• For a 1-1/2-inch Water Meter Service Connection: $37.50 ;
• For a 2-inch Water Meter Service Connection: $50.00 ; and
• For a 3-inch Water Meter Service Connection: $62.50 .
The Equipment Replacement Savings set-aside from each monthly Base Fee is:
• An amount equal to: $2.80 .
A2. Monthly Usage Fee
The monthly Usage Fee is established to offset the production-related expenses of operating the LWD. These
expenses include, but are not limited to, items such as:
• Maintenance Operations;
• Utilities;
• Testing Expenses;
• Tools, Supplies, and Equipment;
• A pro-rated share of Interest Expense;
• A pro-rated share of Equipment Replacement Savings; and
• Mandated Financing Reserves.
The current monthly Usage Fee structure is established by the LWD Board of Directors as:

5,000 gallons, a rate of $5.60 per thousand gallons;
20,000 gallons, a rate of $10.60 per thousand gallons;
50,000 gallons, a rate of $13.25 per thousand gallons;
• For usage from 50,001 gallons to 100,000 gallons, a rate of $15.90 per thousand gallons;
• For usage from 100,001 gallons to 250,000 gallons, a rate of $18.29 per thousand gallons;
• For usage from 250,001 gallons to 500,000 gallons, a rate of $20.12 per thousand gallons;
• For usage from 500,001 gallons to 1,000,000 gallons, a rate of $21.13 per thousand gallons; and
• For usage over 1,000,000 gallons, a rate of $21.34 per thousand gallons.

The Equipment Replacement Savings set-aside from each monthly Usage Fee is:
• An amount equal to: $1.20 per thousand gallons.
A3. Monthly Billing Schedule
All LWD charges are due and payable by:
• The 10th day of each month .
A monthly Late Fee shall be assessed for all accounts not paid in full by:
• 5:00 pm on the 20th day of each month .
The monthly Late Fee is established by the LWD Board of Directors as the greater of:
• An amount equal to 10.00% of the outstanding amount; or
• A minimum fee of $10.00 .
Assessed Late Fees shall be added to the outstanding amount; they will therefore be included in subsequent
Late Fee calculations.
A4. Service Connection Fee
A one-time Service Connection Fee is established to offset the expenses associated with connecting to the
District Water System. The current Service Connection Fee is established by the LWD Board of Directors
as:
• For a 3/4-inch Water Meter Service Connection:  $10,000.00
• For a 1-inch Water Meter Service Connection:  $11,000.00
• For a 11/2-inch Water Meter Service Connection: $12,500.00
• For a 2-inch Water Meter Service Connection:  $15,000.00
• For a 3-inch Water Meter Service Connection:  $20,000.00
